Does Montgomery County have a housing crisis?

The Montgomery County Planning and the County Council are working with housing data that is inaccurate and incomplete. The bottom line, no one knows how many houses have already been built. Permitting housing data is not available from 2000-2019 and there's concerns regarding data for 2019- 2023. Furthermore, In order to have accurate information on housing permits, the data from 2000-2019 will have to be entered manually, which could take anywhere for 12-18 months.
Montgomery County Planning and the County Council says that Montgomery County needs 31,000 more housing units by 2030. However, according to Planning's September 2024 data, there's 35,240 diverse housing already approved and waiting for developers to build them.
The County Council passed a resolution in November of 2019, supporting COGs housing goals, which are: 75% of all new housing built should be built in Activity Centers or near transit, and 75% of all new housing should be affordable to low-moderate income residents. Furthermore, the County Council committed to finding solutions for barriers to create more affordable housing...what Planning delivered is Attainable, market-rate housing.
