GLENMONT CORRIDOR PLAN MEETING
(Glenmont Sector, Georgia Ave/Randolph Rd/Layhill Rd area)

WHAT THIS PLAN IS ABOUT

The Glenmont Corridor Plan is a framework for the NEXT wave of redevelopment around:

  • Glenmont Metro
  • Georgia Ave
  • Randolph Rd
  • Layhill Rd
  • Several surrounding neighborhoods

It sets the vision — and soon, zoning changes will follow it.

 WHAT THIS PLAN WOULD DO

Housing

  • Rezone areas to allow multi-unit housing (CRN - Commerical Residential Neighborhood) instead of single-family only
  • Encourage duplexes, triplexes, townhomes, and low-rise apartments near the Metro
  • Target older homes and shopping centers as “opportunity sites”

Transportation & Safety

  • Add sidewalks and bike paths
  • Reconfigure major intersections
  • Repurpose lanes (car lanes → bus/bike)
  • These changes may require taking pieces of private property

 Redevelopment

  • Label Glenmont Shopping Center and others as “underutilized”
  • Encourage developers to consolidate properties

Property Taxes

  • Redevelopment → land value increases → tax increases
  • This impacts seniors and longtime homeowners the most

  • Seniors
  • Longtime homeowners
  • Renters in older affordable units
  • Immigrant families
  • Small businesses
  • Anyone near Glenmont Metro

Below are the major changes made to the University Boulevard Corridor Plan with added explanations so residents can clearly understand what they mean for their neighborhoods.

WHAT THIS MEETING IS ABOUT

The Council will discuss:

  • University Boulevard Corridor Plan
  • Transportation lane repurposing
  • Redevelopment incentives
  • Housing changes
  • Safety redesigns
  • Property acquisition needs
  • Workforce Housing (WFH) requirements

WHAT THESE PLANS WOULD DO

Housing

  • Rezone every single-family area along both sides of University Blvd to CRN (Commercial Residential Neighborhood)
  • Allow multi-unit buildings (duplexes/triplexes/apartments)
  • Encourage redevelopment of older homes
  • Add workforce housing requirements that do NOT help seniors or low-income families

Transportation

  • Remove car lanes
  • Repurpose lanes for buses/bikes
  • Add new sidewalks
  • Redesign dangerous intersections
  • Property acquisition likely for safety & BRT projects

Major Corridors Included

  • University Blvd (UBCP)
  • Colesville Road
  • New Hampshire Ave
  • Glenmont/Georgia Ave (connected through Monday’s plan)

WHY THIS MATTERS

These four corridors share the same blueprint:

  1. Upzone
  2. Redevelop
  3. Raise land value
  4. Increase taxes
  5. No anti-displacement protections
  6. Seniors and long-time homeowners bear the burden

WHO WILL BE AFFECTED

  • Homeowners abutting University Blvd
  • Residents along the BRT corridors
  • Renters in NOAH (Natural Occurring Affordable Housing) 

  • Property owners facing acquisition
  • Businesses in older commercial centers
  • Communities with the highest displacement risk according to Office of Legislative Oversight - Black, Latino, immigrant, senior households

WHY YOU NEED TO WATCH

  • This meeting will show how the County plans to move forward on multiple corridor plans that affect thousands of residents.

  • This is where you will hear the real-time positions of your elected officials — who supports these changes, who raises concerns, and who pushes back.

  • It reveals the “bigger picture”: these corridor plans are connected, and they are being advanced at the same time.

For residents who feel unheard and overlooked, watching is power — it lets you see the process that too often excludes you.
